When I worked in aged care Wheat bags as a rule are not recommended to be used in RAC due to the their flammablity and fire risk. Hard to also control the temperature of them.
Other options are available such as therabeads which have an indicator on them for right heat range but they all need to be done within strict controls in place e.g. heat patch test, microwave only used for heat packs, usually assigned to resident or wrapped in impervious bag for infection control
