My view is that we are talking about a Surgical aseptic technique when inserting a PICC line we actually do a surgical scrub (5 minute followed by 3 minute for subsequent insertions) as that is in our ANTT policy (surgical scrub for Surgical ANTT procedures) . I’m not sure why your team would change to plain soap and water when performing a PICC insertion – have they said why??
