    The WHO Regional Office for Africa (AFRO) is supporting the global and regional and national COVID-19 pandemic response. Since recording its first case in Algeria on 25 February 2020, the COVID-19 outbreak has rapidly spread to all countries in the WHO African Region. The caseload and mortality in the region have been increasing exponentially, especially in the past few weeks. This calls for governments in the region to step up their readiness and response, with a focus to decentralizing interventions to subnational and country level.

    Outbreak Response

    The COVID-19 pandemic is far more than a health crisis: it is affecting societies and economies at their core. Every WHO Member State is affected by COVID-19 and is responding, often to the limit of their capacities. As of 29 September 2021, a total of 6,136,962,861 vaccine doses have been administered. Following large-scale vaccine donations, WHO in the African Region is seeking to further strengthen systems and capacities to ensure the most vulnerable are targeted through equitable vaccine delivery.

    Request for Assistance

    WHO AFRO Vaccine Pillar is working with partner agencies to support countries. In order to further strengthen the roll-out of vaccine response, support is requested across the following technical areas, including:

    * Coordination of vaccination programme and policy guidance
    * Data management (Vaccine)
    * Epidemiology and surveillance
    * Laboratory
    * Logistics
    * Health Economist
    * Operations
    * Risk communication and community engagement
    * Supply Chain Management
    * Technical writer
    * Vaccine safety expert
    * Vaccination[RA1]

    Detailed needs in countries are identified in collaboration with WHO AFRO Regional Office, WHO AFRO Country offices, IST regions and Ministries of Health.

    Detailed Terms of reference for these positions are posted on “AFRO COVID19 Vaccination Response, 2021” operation page on the GOARN Knowledge platform. We encourage focal points in GOARN partner institutions to review these terms of reference prior to submitting offers of support.

    Some missions may be of short duration. However, preference will be given to deployments that can support countries over longer periods as necessary. A rotation of experts for a minimum of 6-week field periods to provide adequate planning and overlap, may be accepted.

    All positions will work in close collaboration with other members of the respective incident management teams, and with WHO Country Office, Ministry of Health and Operational Partners in the field.

    Education and training

    – First level university degree or equivalent.

    – Postgraduate degree in discipline, or equivalent in experience.

    Experience

    – Demonstrated knowledge of area of expertise related to the vaccination response.

    – Previous experience with WHO or other UN agencies.

    – Previous international experience.

    Skills

    – Excellent communication skills.

    – Excellent analytical, planning and organizational skills.

    – Ability to work in the team, with limited supervision.

    – Ability to work under pressure.

    Languages

    – Fluency in spoken and written English or French or Portuguese

    Deployment duration

    – 6 weeks minimum.

    – 8 weeks or more.

    In line with the usual GOARN procedures, WHO will cover the cost of travel and per diem (daily allowance) for staff deployed and provide logistics and security support in country.
