    Background

    The GOARN Steering Committee (SCOM) has outlined plans for partner
    institutions and the GOARN Operational Support Team to take forward the
    development and operations of GOARN to the next level, an initiative
    referred to as GOARN 2.0.

    This set of ambitious global and regional activities is grouped around 5
    main areas of work:

    Alert and Risk Assessment

    Rapid Response Public Health Teams

    Operational research and tools development

    Governance

    Training

    Plans for development of GOARN 2.0 are aligned with the recommendations
    of the:

    *Advisory Group on Reform of WHOs Work in Outbreaks and Emergencies
    with Health and Humanitarian Consequences*

    – Advisory Group on Reform of WHOs Work in Outbreaks and
    Emergencies with Health and Humanitarian Consequences, in its first report
    from 15 November 2015, stipulated that GOARN needs to be strengthened. The
    Advisory Group recommends that WHO should encourage long-term investments
    in GOARN to increase integrated national, regional and global capabilities
    for risk assessment, management, communication and outbreak response in the
    network. The recommendation to encourage longer-term investments to
    increase capabilities in GOARN was re-iterated in the second report of the
    Advisory Group, 18 January 2016. Member States, and major donors have
    endorsed the recommendations of the Advisory Group. Both reports of the

    *Review Committee under the International Health Regulations (2005)*

    – Review Committee under the International Health Regulations
    (2005) has also reviewed the Role of the IHR(2005) in the Ebola Outbreak
    and Response. The Progress Report on this review, also recommends that WHO
    should strengthen its partnerships with GOARN, and improve its partnerships
    with civil society organizations and key private sector stakeholders to
    enhance the Organizations capacity to perform surveillance, risk
    assessment and risk communication, but also to benefit from the action and
    assistance of such organizations in emergency situations. More information

    *Independent Oversight and Advisory Committee (IOAC) for the WHO Health
    Emergencies Programme*

    – The IOAC emphasizes the need for further investment in GOARNs
    strategic development in support of national alert and response efforts.
    The IOAC advises that the GOARN should not limit its role to deployment but
    should support the WHO Health Emergencies Programme with developing the
    technical and operational innovation and enhanced networking that will
    drive effective preparation, alert and response to public health

    Purpose and expected outputs

    In continuation of the previous call for applicants in May 2016, which
    initiated GOARN Placement initiative, WHO and GOARN Operational Support
    Team are seeking to identify and contract experts from GOARN Partner
    Institutions to work as consultants on specific activities related to the 5
    working groups listed in the section above. This is intended to help
    partner institutions to contribute to the development of the network.

    For the second round of GOARN Placement, we are seeking to identify
    candidates from GOARN partner institutions who will be based in the WHO
    Regional Offices, and work within WHO Emergencies Programme on coordination
    and implementation of GOARN related activities in the regions.

    Tasks include range of activities related to: development and
    implementation of global GOARN 2.0 strategy, including analysis of the
    current situation, planning, and response. Detailed terms of reference will
    be provided after completion of the selection process, during contracting
    and on-boarding phase.

    Consultants will be based in the following WHO Regional Offices:

    WHO Regional Office for Africa, Brazzaville 1 consultant

    WHO Regional Office for the Eastern Mediterranean, Cairo 1 consultant

    WHO Regional Office for South East Asia, New Delhi 1 consultant

    For all consultancies, other activities on the global, regional and country
    level may be required in line with consultants skills and experience, and
    would be included in individual contracts as appropriate. Consultancies may
    also require international travel.

    Timeline

    It is intended to contract consultants as soon as possible, with a planned
    start date in mid-April 2017 for a period of 3 6 months.

    Contractual arrangements

    Successful candidates will be contracted on a standard WHO Consultant
    Contract. These contracts will have remuneration fee, commensurate to
    consultants qualifications, experience and deliverables. Any costs related
    to travel in connection with deliverables of the respective contracts will
    be covered by WHO, as per standard WHO rules and regulations.

    Applicants must be affiliated with GOARN partner institutions and have
    agreement from their institutions to participate in this initiative as per
    conditions outlined above. Upon completion of this arrangement, it is
    expected that selected candidates will return to their institutions.

    Supervision

    Consultants will report to Unit Heads in the WHO Health Emergencies
    Programme in the regional offices and GOARN Project Manager based in WHO HQ
    in Geneva.

    First level university degree or equivalent.

    Masters degree.

    Masters degree in Public Health.

    *Experience*

    5 or more years of experience in public health.

    Participation in outbreak response activities at the national, regional
    or global level.

    Minimum of 2 deployments to response operations (outbreaks or
    humanitarian emergencies).

    Previous experience with WHO or other UN agencies.

    Previous experience in coordination of outbreak response.

    Extensive experience in outbreak response or humanitarian emergency
    operations.

    *Skills*

    Excellent communication skills.

    Excellent analytical, planning and organizational skills.

    Ability to work in the team, with limited supervision.

    Ability to work under pressure.

    Project Management skills.

    *Languages*

    Fluency in spoken and written English.

    Fluency in spoken and written French (for position in Brazzaville).

    Working knowledge of French.

    Working knowledge of Arabic (for position in Cairo).
