Background
The Advisory Group on Reform of WHOs Work in Outbreaks and Emergencies
with Health and Humanitarian Consequences, in its first report from 15
November 2015, stipulated that GOARN needs to be strengthened. The Advisory
Group recommends that WHO should encourage long-term investments in GOARN
to increase integrated national, regional and global capabilities for risk
assessment, management, communication and outbreak response in the network.
The recommendation to encourage longer-term investments to increase
capabilities in GOARN was re-iterated in the Second Report of the Advisory
Group, 18 January 2016. Member States, and major donors have endorsed the
recommendations of the Advisory Group. Both reports of the Advisory group

An Review Committee under the International Health Regulations (2005) has
also studied the Role of the IHR(2005) in the Ebola Outbreak and Response.
The Progress Report on this review, also recommends that WHO should
strengthen its partnerships with GOARN, and improve its partnerships with
civil society organizations and key private sector stakeholders to enhance
the Organizations capacity to perform surveillance, risk assessment and
risk communication, but also to benefit from the action and assistance of
such organizations in emergency situations. Over the course of the Ebola
Crisis, WHO has deployed over 1,100 experts from GOARN partners to support
the response in West Africa.The GOARN Steering Committee (SCOM) has outlined plans for partner
institutions and the Secretariat to take forward the development and
operations of GOARN, an initiative referred to as GOARN 2.0. This set of
ambitious global and regional activities is grouped around 6 main areas of
work:Strengthening GOARN policies, operational procedures and secretariat
functions.Expanding participation in the network
Engaging partners in Alert and Risk Assessment activities
Stakeholder Engagement through Communications / Communications and
advocacyOperational research and tools development
GOARN Training programme in outbreak response
Purpose and expected outputs
WHO and GOARN Secretariat / Operational Support Team are seeking to
identify and contract experts from *GOARN Partner Institutions* to work as
consultants on specific activities in the 6 work streams. This is intended
to help partner institutions to contribute to the development of the
network.We have identified 2 immediate opportunities, and terms of reference for
these currently available consultancies are provided in the sections below.Strengthening GOARN Policies, Operational procedures and secretariat
functions (*2 consultants*)In full collaboration with GOARN partners and Operational Support Team,
relevant Departments and Programmes in WHO, including global and regional
Incident Management Teams:Develop and implement GOARN standard operating procedures for alert,
risk assessment, needs assessments, planning of response activities in the
field, and communications and coordination of international support from
partners.Specific outputs may include:
Standard Operating Procedures.
Assessments and reports of ongoing events.
Response strategies and plans.
Regular information and updates for the GOARN website/knowledge platform
on activities related to response operations.Coordination and communications with operational partners, and GOARN
Steering Committee (SCOM) members on support for international response
activities, including rapidly identifying and deploying teams and experts.As necessary, support outbreak response field activities as part of
national WHO Incident Management Teams.For all consultancies, other activities on the global, regional and country
level may be required in line with experts skills and experience, and
would be included in individual contracts as appropriate. Both
consultancies may require international travel.Timeline
It is intended to contract experts as soon as possible, with a planned
start date of *1 July 2016* for a period of *3 6 months*.Contractual arrangements
Successful candidates will be contracted on a standard WHO Consultant
Contract. These contracts will have remuneration fee, commensurate to
experts qualifications, experience and deliverables. Any costs related to
travel in connection with deliverables of the respective contracts will be
covered by WHO, as per standard WHO rules and regulations.Supervision
Consultants will report to GOARN Project Manager.

Masters degree.
Masters degree in Public Health.
*Experience*
5 or more years of experience in public health.
Participation in outbreak response activities at the regional or global
level.Minimum of 2 deployments to response operations (outbreaks or
humanitarian emergencies).Previous experience with WHO or other UN agencies.
Previous experience in coordination of outbreak response.
Extensive experience in outbreak response or humanitarian emergency
operations.*Skills*
Excellent communication skills.
Excellent analytical, planning and organizational skills.
Ability to work in the team, with limited supervision.
Ability to work under pressure.
Project Management skills.
*Languages*
Fluency in spoken and written English.
Working knowledge of French.
Working knowledge of other UN languages.
